Before you consider any particular techniques for acquiring systems or services, it is useful to understand the three major stages of an acquisition.

You should be able to use a variety of procurement options. Once you have the ability to use different approaches in different situations, you will be able to make decisions about the particular approach that will serve you best in a particular situation.

This section outlines an alternative approach, which may be useful for services that are to be provided by an outsourcer. There are three major phases to acquisition: the understanding, agreement and contract phases.
Options for acquisition
In some areas of automation and the use of information systems, there is a limited number of options available for establishing a relationship with a supplier. Relationships can range from the sale of standard, off-the-shelf software packages to the provision of full outsourcing.
MoUs and MoAs
Clearly the relationship between an outsourcer and its customers is different from that between a seller and its buyers. This approach does not suggest getting involved with the preparation of a Memorandum of Understanding if the relationship were simply that of a seller and buyer.
